ARTICLE VIII.
THE PANHELLENIC COUNCIL
The administrative body of the Ohio University Women's Panhellenic Association shall be The Ohio University Women's Panhellenic Council.
It shall be the duty of the Women's Panhellenic Council to administer all business related to the overall welfare of the Ohio University Women's Panhellenic Association and to compile rules governing the Women's Panhellenic Association, including recruitment and pledging, which do not violate the sovereignty, rights and privileges of member fraternities.
1. MEMBERSHIP. The Ohio University Women's Panhellenic Council shall be composed of one delegate, an alternate delegate and one alumna adviser from each National Panhellenic Conference fraternity chapter at Ohio University and from such National Panhellenic Conference fraternity colonies or national sororities at Ohio University as the council may approve for membership.
2. SELECTION OF DELEGATES. Delegates to Women's Panhellenic Council shall be selected by their respective fraternity chapters to serve for a term of one year commencing no later than the ninth week of the fall quarter. Whenever possible, the alternate delegate of one year shall be the delegate for the succeeding year.
3. DELEGATE VACANCIES. When a delegate vacancy occurs, it shall be the responsibility of the fraternity concerned to select a replacement within two weeks and to notify the Women's Panhellenic Council Director of Operations of her name, address and telephone number. When a meeting occurs while a vacancy exists, the alternate delegate of the fraternity concerned shall fulfill the duties of the delegate in all cases, except that of President. The Executive Vice President shall fulfill the duties of the President.
4. OFFICERS. The officers of the Ohio University Women's Panhellenic Association shall serve as the officers of the Panhellenic Council. These officers shall serve as the Executive Board of the Women's Panhellenic Council and shall have such powers and duties as are prescribed in the Bylaws of the Ohio University Women's Panhellenic Association.
5. MEETINGS
- Executive meetings of the Women's Panhellenic Council shall be held once a week.
- Regular meetings of the Women's Panhellenic Council shall be held once a week at a time where everyone can attend and a place be established at beginning of each college term or semester.
6. SPECIAL COUNCIL MEETINGS of the Panhellenic Council of WPA may be called by the president when necessary and shall be called by her upon the request of any member delegate of the Panhellenic Council of WPA.
7. QUOROM. Two-thirds of the member fraternities eligible to vote shall constitute quorum for the transaction of business.
8. VOTING
- The voting body of the Ohio University Women's Panhellenic Association shall be its Panhellenic Council.
- The voting members of the Panhellenic Council shall the delegates of each fraternity holding Regular Membership. If a delegate is absent, the vote of her fraternity shall be cast by an alternate delegate. If all of the delegates are absent, the vote may be cast by a member of the fraternity, providing her credentials have been presented in writing to the Council President prior to the meeting.
- If a delegate missed two or more meetings in a quarter their respective chapter will lose voting privileges for the following consecutive ten weeks.
- Two-thirds of the voting members of the Panhellenic Council shall be required to establish recruitment rules, to determine Quota, to establish Total Chapter Size, to set the date for pledging and to add a chapter (also known as Extension). A majority vote shall be required to carry all other questions.
9. VOICE. The alternate delegates to Women's Panhellenic Council shall have voice but no vote.
10. Committee chairpersons, delegates and officers will be referred to the Panhellenic President if responsibilities are not being taken seriously and goals are not being reached.
11. All committee chairpersons will have monthly reports for all members of the Panhellenic council and another for themselves in their handbook.
